Once it is marked as public domain, you cannot restrict the license anymore. The license tells you what you can do. If someone changes the license afterwards, it does not retroactively apply to your right to use it in the past. Last week I received an email where a guy changed the licence type at flickr and want me to remove the picture. Best is to ask the owner of the pictues direct by email to get an approval.
